Mudbagging?

Lieut Breen is "mudbagging" windows...anyone know what this was? Google is being entirely unhelpful.

It sounds to me like he, and probably a working party, are filling "sandbags" with mud because the ground is wet everywhere. It's what they have. And that they are piling them up in front of the windows of the building that's being used for the hospital to keep the glass from breaking.

But that's just my guess from the context. Someone else here probably could be more authoritative on the question.
