I can't even hazard a guess at your first question, but I think Principle is the word before Chaplain - the handwriting is really awful.

Yes, I agree that it's the Principle Chaplain being referred to.
I think it might be saying 'ADMS 3rd Div Cav arrived to inspect depts(?), but I was too ill to accompany him...'
