Which is the correct way to tag Messages of congratulations?

If I tag the page as other, cannot tag the names mentioned but could put #letter of congratulations in the comment box.

It is a message from Lt.Col. A G Thompson, G S 36th Division, regarding *Marshall Foch’s message sending his congratulations, to be issued to all men. In the diary of the 9th (NIH) Battalion Royal Irish Fusiliers. Which is listed in an Appendices List which the author would include with the diary.

*Marshal of France and Commander of Allied forces during the closing months of World War I, #alliedrelations

The best approach might be to tag it as an order - this isn't the letter itself, if I understand you correctly, but rather a message to be passed along from the CO. That would allow you to tag the names.

Thanks for that answer Ral, I was going to tag it as an order, as you said it was an instruction to pass information on.
