    I didn't understand the word 'repeating' at first, but I think if you replace it with 'shouting,' it makes better sense.

    I thought this was an interesting way to demoralize your enemy and get them to leave the field of battle without expending any ammunition- dress like them, mix with them, then run away shouting, "Retreat!" and hope they get the hint and follow you. It must have been a successful technique if the British found it necessary to issue this order.

    Interesting situation. It appears that this was happening just a few days after the Germans began their spring offensive in March, 1918. You could also mark this with the #enemymorale hashtag.
