It means Rank and File. Example in following article:
Rank and file may refer to: A military term relating to the horizontal "ranks" (rows) and vertical "files" (columns) of individual foot-soldiers, exclusive of the officers. No difference. Other Ranks are the Rank and File.

Thanks for looking up that answer, Marie.
I think Rank and File is used in the US military. I had never heard the term Other Ranks before volunteering here.

Rank and file is an older term, I think. It's more common in some of the Indian Army diaries.
