    Although I am not sure about this Erik it may read - 2 Gophers? civilians. A Gopher I believe is a menial worker. Maybe labourers.

    I agree with Marie that the second word looks like civilians, but I don't think the first word is gophers. It looks like two p's in the middle of the word.
