Is there a reason why all the new ones come from 32 DAC?

On this page from The Long, Long Trail http://www.longlongtrail.co.uk/army/regiments-and-corps/the-royal-artillery-in-the-first-world-war/royal-field-artillery-brigades/ if you scroll down to CLXVIII you'll see that although the 168th Brigade started out in the 31st Division it moved to the 32nd Division at the start of 1916.
As to why these men came from the divisional ammunition column, they were the first line of reinforcements for positions with the artillery brigades. Men as well as ammunition moved through the DAC to reach the batteries.
