(They were not thieves for a wonder) - Maybe Author means Wander -meaning- move slowly away from a fixed point or place.

I think it's missing some punctuation!
They were not thieves, for a wonder.
'For a wonder' is just the author expressing surprise that the gunners who intercepted the horses didn't steal them for themselves.
