    Yes, it looks like it. The way I'm reading it, it seems they were splitting tasks with 15 FA, who seem to be tasked with collecting the wounded men. I assume that means that 13 FA are concentrating on running the main dressing station as more of an advanced hospital.

    Does every F.A. have surgeons or do they swap from one F.A. to an otherdepending on the need?

    Yes, the officers in every F.A. are surgeons/doctors. During the war, the senior officer was also a career military officer, but the subalterns were often doctors who joined up for one year and went through minimal officers' training before joining a field ambulance.

    The page you have here is describing the preparations to handle the wounded from expected operations that began on 27 July. It may be that here some of the doctors from the 15th F.A. may be helping out in the operating theatres.
