Memorandum

Can anyone shed any light on what this little memorandum is about?
This is from the 1st Bn. East Surrey Regiment in the 5th Division. The date of 20 August 1914 puts them in France somewhere around Landrecies on their way up to Mons. The captain mentioned is Capt. Hon. Archibald Rodney Hewitt who was, or became, part of the 1st East Surreys and died in April 1915 in the fighting around Ypres.
All I can think of is that his name is being submitted as someone that Lt. Col. Longley would like to have join the regiment, as he says he needs more captains. Capt. Hewitt's name did not appear anywhere in the diary for August 1914.
Any thoughts?
ETA: The page after this one in the diary is a nominal roll of officers, and Capt. Hewitt is listed under A Coy. So maybe this submission is for a commendation?

It looks like he's been asked to put somebody forward for some kind of brigade appointment, but that he's doing so under sufferance, i.e. he doesn't want to lose Capt. Hewitt

Rob, That makes so much sense I'm surprised I didn't see it before.
Marie, Thanks for the link. Interesting comments on Capt. Hewitt from his superior officers.
