Any idea what that experiment could be?

I believe that the experiment was that the men were also chemically deloused. I'm not really able to help much with this. Other than Marie's link, I've never heard of chemical delousing of the men themselves. The problem was more that even after steaming, lice eggs remained in the men's clothing and would then hatch. Underclothing, shirts, and socks could be washed, but the wool tunics and pants were just steamed when the men got baths. Perhaps the experiment was a way of chemically delousing the uniforms, but that is just my guess.
