What is tactical control? Looking if the position of the guns is right?

Here, tactical control means that each group is a unit for tactical decisions, such as when to fire and on which targets. The three groups cover all of the divisional front. Regrouping the division's artillery allows for the guns to be put where they will be most useful without worrying about which brigade they belong to.

However, the individual batteries still remain in their original brigade for administrative control, for such things as rations and pay.
