I can see the usefulness of dummy soldiers in the trenches, but not of dummy soldiers jumping out a balloon with a parachute. Interesting. Perhaps they were experimenting with the parachutes themselves - seeing how well they functioned with dummies before strapping them on themselves.

That could be it, but why doing this "secret" experiment in front of the enemy?

It doesn't say that it's secret, so I guess it wasn't particularly sensitive.
