Who decided to raid the enemy? The battalion, the Brigade, the Division? Here it looks as if the Battalion takes the initiatve

It looks like in this case the battalion was intelligence gathering in preparation for a raid. The information they found would have been passed up the chain of command, but it depends on the strength and objective of the raid as to how much direction the brigade or division would have given.
