    What are officers supposed to do with public money?

    I think public money refers to any cash that they had that was to be used for expenses for his company or platoon. This was different from the officer's own personal money.

    Apparently, the army didn't want them going into battle and possibly being captured or going missing with Army funds in their pockets.

    What kind of expenses could that be? Food or drinks or transport or ... ?

    It could be anything, really, but for the most part I assume it would have been used to reimburse the local population for services rendered, food or accommodation and so on. It may also have enabled them to settle minor disputes over property damage.
