    Communications during WW1.

    In 1912 the Royal Engineer Signal Service was formed and made responsible for all forms of signalling; visual, telegraph, telephone, signal despatch and later wireless communications from HQ down to Brigades, and for artillery communications down to Batteries.

    Throughout most of The Great War the primary means of communications were visual, telegraph and despatch – with most despatch was either by runner, horseback or motorcycle. Link with photographs: http://www.royalsignalsmuseum.co.uk/ww1-ww2-communications/

    I think in this instance it probably means the copies of these orders were distributed by the signals company, which may well have involved a despatch rider taking them around the various units on a motorbike or something similar.

    As Marie says, 'signals' themselves could refer to a number of different methods of communication.
